Our mission at Freemind YG Consultancy is to bring our national and international reform experience in public administration, social security, social policy, development and institutional transformation to the service of public institutions, local governments, private sector organizations and civil society.

Leadership
Founder – CEO
Yadigar Gökalp İlhan
With extensive experience in public institutions and internationally funded projects, Yadigar Gökalp İlhan has worked in the fields of social security, social policy and project management. At Freemind YG, she oversees strategy development, project design and implementation coordination processes.
Public Administration and Senior Leadership
During her tenure at the Social Security Institution (SGK), she held presidency and senior executive roles, managing reform, strategy and transformation processes in public institutions.
She played a key role in the legislative transformation of the Social Assistance and Solidarity Promotion Fund into the Ministry of Family and Social Policies, in strengthening the institutional capacity of Social Assistance and Solidarity Foundations across the country, and in improving service quality through the in-service training of more than 5,000 personnel.
She also contributed to the drafting of numerous harmonization laws as part of the Social Security Reform and the Universal Health Insurance reform process.
International Projects and Reform Experience
She designed and implemented the World Bank-funded Social Risk Mitigation Project nationwide, ensuring its transformation into a sustainable government program. Through her directorship, the Conditional Cash Transfer program enabled children from economically disadvantaged families to remain in school, supporting the continued education of more than 3 million children.
The program also contributed to improving the nutrition of children aged 0–6 and supported healthier future generations. In Eastern and Southeastern Anatolia, it played a critical role in helping children affected by economic deprivation return to education and social life.
She also contributed to strengthening the institutional capacities of the Social Services and Child Protection Agency, 950 Social Assistance and Solidarity Foundations, and the State Institute of Statistics, ensuring that social assistance and services could be delivered more effectively nationwide.
Her work in program design and management, financial and procurement management, and administrative simplification has earned her multiple awards for outstanding management.
Interdisciplinary Expertise and Global Perspective
She has a multidisciplinary background spanning law, economics and social policy, and has worked in various international contexts including Washington D.C. (USA), Southeast Asia, Europe, Central Asia, Africa and the Balkans.
Legal Framework and Implementation Support
With a law degree, experience as a Ministry of Justice certified expert witness, and professional experience in relocation and legal consultancy, she evaluates processes from both national and international legal and regulatory perspectives.
Economics / Finance / Management / Investment Advisory
Through the management consultancy company she established in the Netherlands, as well as her graduate studies in business and economics, she has provided consultancy services to numerous domestic and international companies and continues to do so.

Gül BODUR
With experience gained in public institutions, Gül Bodur has worked in the fields of finance, trade, import–export and risk management. At Freemind YG, she contributes to corporate support and operational processes, particularly in multilingual communication, official and technical translation, and international project coordination.

Public Sector Experience
Through her roles in various public institutions, she gained experience in finance, trade, import–export and risk management.
Certified English Translator / Interpreter
As a certified expert interpreter recognized by the Ministry of Justice, she provides both written and oral translation services in legal, medical and technical fields, including courtroom interpretation.
She has also completed specialized training in Ankara on EU Law for public and private sector professionals involved in the translation and implementation of the EU Acquis.

EU-TR Civil Network for Women in Politics Project (KADEM – KAYÇAD)
Congress of Women Leaders and Professionals of the Turkic World (organized jointly by KAYÇAD and KADEM), bringing together 50 participants from 12 Turkic states including Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, Tatarstan, TRNC, North Macedonia, Bosnia and Herzegovina, Albania, Montenegro and Kosovo.
